2026 Traffic Fines List and Fees

Short answer: in 2026, traffic fine amounts in Türkiye are applied according to the 2026 Traffic Administrative Fines Guide published by the General Directorate of Security (Emniyet Genel Müdürlüğü). The biggest change is in speeding fines: the fine is now graded by how many km/h you exceed the limit, and inside built-up areas an excess of 6–10 km/h starts at 2,000 TL. If you pay the fine in advance within the legal period, a 25% reduced amount applies. Fines issued for a rental car belong to the renter under the Rental Conditions.

Traffic fines in 2026: what has changed?

Traffic administrative fines are set again every year, and the amounts drivers may face change at the start of the year. The aim of these rules is to improve road safety and deter violations; that is why knowing the current amounts matters even more when you drive a rental car in a city you do not know.

The most striking change in the 2026 guide is in speeding fines. In previous years the fine for exceeding the speed limit was calculated in percentage bands; in 2026 the fine is split into nine levels according to how many km/h the limit is exceeded, with separate ranges inside and outside built-up areas. At the upper levels, the driving licence is also temporarily withdrawn in addition to the fine.

Speeding fines 2026

A speeding fine depends on whether the excess happened inside or outside a built-up area and on how many km/h the limit was exceeded (KTK 51/2). Outside built-up areas, the same fine corresponds to a wider range of excess speed:

Speed limits vary by road type and vehicle type, and the roadside sign always takes priority. In a rental car, follow the sign, not the value your navigation shows; small excesses inside built-up areas are now fined directly too.

Other common traffic fines (2026)

The amounts below are the 2026 figures for the violations most often issued to drivers:

Seat belts are compulsory not only in the front but also for passengers in the back seat; the 78/1-a fine is applied to the driver and to each passenger separately. This violation may look minor, but it significantly increases the risk of injury in an accident.

In addition to the person driving without a licence, the same amount is fined to the keeper who allowed the vehicle to be used (36/3-a). Keep your driving licence and the car's registration document with you throughout the journey; in a rental car, the registration document is handed over together with the car's documents.

Penalty points and licence withdrawal

Besides the fine, some violations lead to penalty points and temporary withdrawal of the driving licence. These are the rules that stand out in the 2026 guide:

• Red light (47/1-b): 20 penalty points. Within one year counted back from the last violation, the licence is withdrawn for 30 days on the 3rd violation, 60 days on the 4th and 90 days on the 5th; on the 6th violation it is cancelled.
• Drink-driving (48/5): above 0.50 per mille in a private car. 20 penalty points; the licence is withdrawn for 6 months the first time, 2 years the second time within five years, and 5 years for three or more times. Above 1.00 per mille, action is also taken under article 179 of the Turkish Penal Code.
• Holding and using a phone while driving (73/c): 10 penalty points; for 3 or more violations within one year, the licence is withdrawn for 30 days each time. If the phone is used through a system without holding it, this article does not apply.
• Seat belt (78/1-a): 15 penalty points; for 4 or more violations within one year, withdrawal for 30 days each time.

Running a red light is both a common and a high-risk violation; as you approach a junction, get ready to stop instead of speeding up on amber.

Who is a traffic fine issued to in a rental car?

A traffic fine notice reaches the registered keeper through the car's number plate, which means the rental company. Under article 4.10 of the SAW Rent A Car Rental Conditions, traffic fines issued during the rental period, with their interest and related charges, as well as fuel, parking, HGS/OGS, motorway and bridge tolls, belong to the renter, and this responsibility continues even after the rental period ends.

• Even if the fine receipt is written only to the number plate, a fine from the rental period belongs to the renter.
• A fine that reaches the rental company is paid, and the amount is charged to the renter with any late interest, a service fee and VAT added.
• The renter cannot ask the rental company to appeal the fine.
• These amounts may be deducted from the renter's credit card or security deposit.

How do you check and pay a traffic fine?

You can check for fines on e-Devlet (e-Government) with a Turkish ID number or with the car's number plate. The main channels are:

• e-Devlet: the General Directorate of Security services for checking fines issued to a number plate and paying traffic fines
• Revenue Administration: checking and paying fine details through the Interactive Tax Office
• Bank branches and internet banking
• PTT post office branches and mobile apps

If the fine is paid in advance within the legal period, a 25% reduction applies; we show the reduced amounts in a separate column in the tables above. The payment deadline is written on the notice. Checking fines in time reduces the risk of interest and further sanctions.

Appealing a traffic fine

Every driver can appeal a traffic fine they believe is unfair. The appeal is made to the criminal judgeship of peace; under article 27 of Misdemeanours Law No. 5326, the application must be made within 15 days of the decision being served. The application usually requires:

• A written appeal petition
• Evidence, if any: camera footage, photos, witness statements
• The fine notice and a copy of your ID

After the application, the judgeship decides either to cancel the fine or to uphold it. In a rental car the notice first reaches the rental company, and under article 4.10 of the Rental Conditions the company cannot be asked to appeal; that is why the safest course is to follow the rules.

Avoiding traffic fines in a rental car

1. Before setting off, take your driving licence with you and check that the registration document is in the car.
2. Follow the speed limit signs; small excesses inside built-up areas are fined too.
3. Make sure everyone, including the back-seat passengers, wears a seat belt.
4. Use your phone only without holding it, through the car's system or a headset.
5. Look at the signs and road markings before you park; do not park in spaces reserved for disabled people.
6. Do not drive if you have drunk alcohol.
